III. Prediction of Major Environmental Impacts

1. Wastewater: In the near term, domestic sewage will be treated and used for greening in the factory area, without being discharged outside. In the long term, the domestic sewage from the project will be discharged into the municipal sewage pipe network after being pretreated and meeting the standards. It will then be uniformly treated by the Yongkang City Sewage Treatment Plant before being discharged into the Yongkang River, with minimal impact on the river.

2. Exhaust gas: According to the estimation and model prediction, the maximum ground concentration ratio (Pmax) of the project's exhaust gas is less than 10%, indicating a relatively small impact on the surrounding environment.

3. Noise: According to prediction and analysis, the noise at the boundary of this project can be discharged in compliance with standards.

4. Solid waste: All solid wastes can be properly disposed of, with minimal impact on the environment.

IV. Proposed main environmental protection measures, environmental risk prevention measures, and expected effects

1. Wastewater: The drainage system of this project implements separate flows for rainwater and sewage, as well as clean and polluted water. Rainwater is collected through the rainwater pipe network and then discharged into nearby rivers. In the near term, oily wastewater from the canteen is pretreated in an oil separator, while other domestic sewage is treated in buried sewage treatment facilities on site and used for greening in the plant area, without being discharged outside. In the long term, the project's domestic sewage will be discharged into the municipal sewage pipe network after being pretreated to meet standards, and then uniformly treated by the Yongkang City Sewage Treatment Plant before being discharged into the Yongkang River.

2. Exhaust gas: An independent enclosed paint dripping and dipping workshop is set up, maintaining a slight negative pressure inside. The exhaust gas is collected and treated through "primary filtration + UV photolysis + activated carbon adsorption" before being discharged through a 15m high exhaust stack. The kitchen fumes are treated by a fume purifier and then discharged into the atmosphere through a roof exhaust stack.

3. Noise: By reasonably arranging the workshop layout, strengthening equipment maintenance, adopting sound insulation and noise reduction measures, and enhancing greening within the factory and at the factory boundary, the noise at the factory boundary can be discharged in compliance with standards.

4. Solid waste: Metal scraps and general waste packaging materials are collected and outsourced for comprehensive utilization; waste saponified liquid, waste packaging barrels, waste lubricating oil, paint slag, waste filter cotton, and waste activated carbon are entrusted to units with hazardous waste disposal qualifications for safe disposal; household garbage is collected and transported by the environmental sanitation department. All solid wastes are properly disposed of, with minimal impact on the environment.

5. Risk prevention: Establish an emergency pool for storing wastewater in case of accidents; equip with necessary emergency tools for leak stopping, maintenance, and communication; set up an emergency rescue organization, clarify responsibilities, prepare emergency plans, etc. The environmental risks of the project are relatively low.

V. Preliminary Conclusion of Environmental Impact Assessment

Only when the enterprise effectively implements various pollution prevention measures proposed in the environmental impact assessment report, completes the "three simultaneities" and environmental protection management work, and ensures the normal operation of pollution prevention facilities and the emission of pollutants meets standards, can the construction of this project be feasible from an environmental perspective.
